Loose parts play: why undefined materials produce more play than defined ones

Simon Nicholson's theory of loose parts, what it predicts, how UK settings apply it, and where the evidence for it genuinely sits.

The theory, and where it comes from

In 1971 the architect Simon Nicholson published a short essay in Landscape Architecture titled "How not to cheat children: the theory of loose parts". Its central proposition is compact: in any environment, both the degree of inventiveness and creativity, and the possibility of discovery, are directly proportional to the number and kind of variables in it.

Nicholson was writing about designed environments and arguing against the tidy, finished, single-purpose spaces that adults build for children. The essay is a design argument rather than a research report, which is worth stating clearly, because it is frequently cited as though it were an experimental finding.

The idea was taken up by the UK playwork tradition and by early years practice, and it is now standard vocabulary in both. Play Wales and the wider playwork sector publish practical guidance on it.

What actually counts as a loose part

Anything a child can move, carry, combine, stack, line up, fill, empty or repurpose, and which does not announce what it is for. Crates, planks, tyres, guttering, tubes, fabric, rope, pegs, boxes, containers, tins, sticks, stones, cones, buckets, pallets, cable reels.

The test is not whether the material was bought for children. It is whether the material has already decided what the game is. A toy fire engine is a fire engine, and a child playing with it will mostly play fire engines. A cardboard tube is a telescope, a tunnel, a trumpet, a sword, a leg, a chimney and a drainpipe, depending on the week.

The rule worth keeping

The more a material has already decided, the less there is left for the child to decide. Count how many things a material could become before counting how much it cost.

Why undefined materials sustain play longer

Three mechanisms are usually proposed, and all three are plausible rather than proven.

They cannot be completed. A puzzle ends. A pile of crates does not, so there is no natural stopping point and the play continues until interest genuinely runs out.

They support many skill levels at once. The same crates work for a three year old carrying one and a seven year old building a structure, which makes mixed age play viable without adult management.

They require negotiation. If the material has no defined use, the group must agree what it is, and that agreement is where a great deal of the social and language work happens.

Risk, and the guidance that already exists

Loose parts play involves moving heavy things, building unstable things and climbing on them, which produces real risk. This is not an argument against it, and UK guidance is unusually clear on the point.

The Health and Safety Executive's statement on children's play and leisure states that health and safety law should not be used as an excuse to prevent children from experiencing challenge, that the goal is to manage risk rather than eliminate it, and that the benefits of play should be weighed alongside its risks. That is an unusually direct position from a regulator and it is the document to cite when a setting is told that loose parts are not permitted.

The practical approach used in playwork is risk-benefit assessment: identifying what could go wrong, identifying what the activity provides, and deciding on the basis of both rather than the first alone. In practice the things that need attention are crush injuries from heavy items, splinters and protruding nails in reclaimed timber, structures built high enough to fall from, and the temptation to use materials with unknown chemical histories.

Making it work with what a family already has

Loose parts provision requires almost no money and a certain tolerance.

Indoors: cardboard boxes, tubes, blankets, sheets, cushions, clothes pegs, containers, string, tape, paper. Outdoors: crates, planks, buckets, guttering, tarpaulins, logs, stones, sticks, fabric offcuts.

What matters more than the inventory is storage the child can reach without asking, permission to combine things that were not meant to go together, and enough time that a build can be attempted, fail and be attempted again. A collection of loose parts that an adult sets out each morning in an arrangement is not loose parts play; it is an installation.

What the evidence does and does not support

This section is the one most articles on the subject leave out.

The observational support is consistent. Studies of playground interventions that introduce loose parts, including several conducted in Australia, New Zealand and the UK, generally report increased physical activity, longer play episodes and more varied social play. Those studies are typically small, unblinded, short, and conducted by people who expected the result, which is not a reason to dismiss them but is a reason to hold the conclusion loosely.

The stronger claims do not hold up as well. That loose parts increase measured creativity is asserted far more often than it is tested, and the creativity measures used in this literature have the validity problems described in the article on creative play. That loose parts produce durable developmental gains beyond other rich provision has not been shown.

What can be said without overstating: undefined materials reliably produce longer, more varied and more negotiated play than highly specified ones, they cost almost nothing, and the risks involved are manageable using guidance that already exists. That is a strong enough case without adding claims the evidence cannot carry.
